Can a coconut substrate be used in habitat for baby red eared slider turtles?

I have lots of extra coconut substrate unused that was for a past away chameleon. I want to know if this substrate can be used in a habitat for our new baby red eared slider turtles? And if so, would it be in the basking area or water? or both? Thanks.
